Drush Cannot Open Local Site Files in a Text Editor on Windows 10

I open the drush terminal in Acquia Dev Desktop 2 and input the command: >drush config-edit

I get a list of configuration files to choose from. I find the file I want to edit, and key in the choice and press enter. Then I get the following error.

'${VISUAL-${EDITOR-vi}}' is not recognized as an internal or external command,
operable program or batch file.

I have Vim on my system and I have my system and user path variables updated to point to Vim. I have also set an environment variable in windows called EDITOR and set it to Vim, but I still received the same error from drush.

Is this a bug or am I missing something very simple? Anyone know know to get a text editor to launch from the drush terminal in Windows 10 version of Acquia Dev Desktop, so that drush can use it edit files?

All help is greatly appreciated.

I figured it out. Set the editor manually. But it does not stick, but is still a work around.
