Merging facets

Is there any way to merge two facets?

Example:

Filter by language:

Chinese, Traditional (13)
English (18)
French (2)
Japanese (3)
Korean (2)
Language neutral (95)
Russian (2)
Spanish (12)
Tagalog (2)
Thai (2)
Vietnamese (2)

1) How do I make English and Language Neutral to appear as if they are both English in a single facet, that is:

English (113)

and not show a Language neutral facet?

2) How do I make that merged facet be the default facet searched on for all searches?

----------------

Different Example:

Merge searches on different fields having the same terminology:

Filter by Neighborhoods:

SoMa (6)
...
Civic Center (3)
...
Western Addition (3)
...
Poterero Hill (2)

and

Filter by Neighborhoods Affected:

Civic Center (1)
...
SoMa (1)
...
Western Addition (1)

3) How do I get these separate fields presented as the same neighborhood across two different fields being presented as a single facet:

Filter by Neighborhoods:

SoMa (7)
...
Civic Center (4)
...
Western Addition (4)
...
Poterero Hill (2)
